Shouldn't be allowed to settle in England if you cannot demonstrate the basic ability to speak, read and write English. Basic English language is now a requirement tested for immigrants outside of the EU applying for UK residency, shame the EU immigrants aren't vetted in any way. Having signs, paperwork, interpreters blah blah blah is a waste of tax payers money.
