London Borough of Harrow Streatfield Road Local Safety Scheme - Queensbury The Harrow (Waiting and Loading Restriction) (Amendment No. 98) Traffic Order 2020

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow, on 9 July 2020, made the above mentioned order under Sections 6, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers.



2. The general effect of the Order will be further to amend the Harrow (Waiting and Loading Restriction) Order 2014 so that-



a. waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in the streets specified in Schedule 1 to this notice,



b. waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited from 8am to 6.30pm on Monday to Saturday in the streets specified in Schedule 2 to this notice,



c. waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place will be prohibited in the length of street specified in sub-paragraphs 2 (a) and (b) above;



d. the sale or offer for sale of goods from a vehicle will be prohibited, unless there is in force a valid licence issued by the London Borough of Harrow or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected.



3. The restrictions referred to in this notice would not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer or other person authorised by the Council or in certain circumstances, such as the picking up or setting down of passengers, or the carrying out of statutory powers or duties. The usual exemption relating to vehicles lawfully displaying a disabled person's "Blue Badge" would apply.

5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within 6 weeks of the date on which the Order was made, make application for the purpose to the High Court.

Schedule 1

Portland Crescent: the western arm, between the common boundary of Nos. 237 and 239 Portland Crescent and its south easternmost extremity, the southern arm, between its junction with the western arm of Portland Crescent and the junction of Streatfield Road, the eastern arm, north-west side, between its junction with Streatfield Road and a point opposite the party wall of Nos. 9 and 11 Portland Crescent, the south-east side, between its junction with Streatfield Road and a point opposite the party wall of Nos. 9 and 11 Portland Crescent.

Streatfield Road; the north side, between a point opposite the western wall of No. 202 Streatfield Road to a point 21.00 metres west of the party wall of Nos. 181 and 183 Streatfield Road.

The service road, fronting Nos. 179 to 217 Streatfield Road, the north side, between its junction with Portland Crescent and the party wall of Nos. 181 and 183 Streatfield Road, the south side, between its junction with Portland Crescent and a point 4.20 metres west of the party wall of Nos. 181 and 183 Streatfield Road.

Schedule 2

Streatfield Road; the north side, between a point 21.00 metres west of the party wall of Nos. 181 and 183 Streatfield Road, and a point 24.40 metres east of the party wall of Nos. 215 and 217 Streatfield Road, excluding the service road.
