Notice effective from
11th March 2021 to 10th April 2021

Notice Pursuant to Regulation 16 of The Local Authorities (Members' Allowances) (England) Regulations 2003 that:
1. On 2nd March 2021, the London Borough of Barnet adopted a Members' Allowances Scheme for the year the period 1 April 2021 to 31 March 2022, the main features of which are:
(a) An annual basic allowance as set out in the table below will be paid to each Councillor.
(b) An annual Special Responsibility Allowance will also be paid to those Councillors who have special responsibilities in relation to the posts specified in the table below; the amount of each such allowance shall be the amount specified against that special responsibility in the table. Each Councillor shall receive only one Special Responsibility Allowance at any one time, even if they are entitled to more than one such allowance.
(c) The reimbursement of travel and subsistence expenses incurred in respect of attendance at meetings, training, conferences and other non-political events undertaken outside the Borough boundaries (as specified in the Scheme) may be claimed by Councillors and co-opted members.
(d) Councillors with dependant relatives and children may claim an allowance of £7 per hour for a maximum of 8 hours for the expenditure they incur for their care whilst undertaking approved duties.
(e) An allowance of £127 shall be paid to co-optees to formal Council Committees for each meeting they attend. The amounts of allowances payable pursuant to the Scheme are:

[Note 1: Only one Special Responsibility Allowance (SRA) is payable per Member. Members will receive whichever is the highest of the Special Responsibility Allowances for which they qualify. Some Members hold more than one post which is eligible for an SRA, so not all SRAs are paid. As a result, the figure above is a maximum and the actual figure paid in Member Allowances may be lower].

2. In making the scheme, the Council had regard to the recommendations contained in the report of the Independent Panel on the Remuneration of Councillors in London which was commissioned by London Councils. This reported in January 2018 and the key recommendations of the Independent Panel are summarised below. The Special Responsibility Allowance ("SRA") is in addition to the Basic Allowance.
Chair of sub-committee; Leader of second or smaller opposition group; Service spokesperson for first opposition group; Group secretary (or equivalent) of majority group; First opposition group whip (in respect of council business);

The Panel recommended that for a period of four years that allowances should be updated annually in accordance with the headline figure in the local government pay settlement.

3. Copies of the London Borough of Barnet Members' Allowances Scheme, a record of the allowances paid to councillors under the Scheme, and the report of the Independent Panel on the Remuneration of Councillors in London are available for inspection by the public between the hours of 9.00am and 5.00pm, Monday to Friday, at the Governance Service, 2 Bristol Avenue, Colindale, NW9 4EW.

4. A copy of the Bamet Members' Allowances Scheme is also on the London Borough of Barnet website.

Dated: 3rd March 2021.
