1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow on 26 April 2021 made the above-mentioned Orders under sections 6,45,46,49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989, and the Road Traffic Act 1991.

2. The general effect of the 'Parking Places' Order would be further to amend the Harrow (Parking Places) Traffic Order 2020 so as to:-

(a) designate Zone B permit holder parking places that will operate between 8.00 a.m. and 6.30 p.m. Mondays to Fridays inclusive, including bank holidays in certain lengths of streets specified in Schedule 1 to this notice;

(b) designate Zone B permit holder parking places that will operate between 3.00 p.m. and 4.00 p.m. Mondays to Fridays inclusive, including bank holidays in certain lengths of streets specified in Schedule 2 to this notice;

(c) designate pay and display parking places that will operate between 8.00 a.m. and 6.30 p.m. Mondays to Fridays inclusive, including bank holidays in certain lengths of streets specified in Schedule 1 to this notice;

(d) specify that:

(i) each parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motorcycles or invalid carriages displaying a valid parking ticket or permit;

(ii) the maximum initial period for which a vehicle displaying a valid parking ticket may be left during the permitted hours in the designated parking places within certain lengths of the streets specified in Schedule 1 would be 2 hours;

(iii) pay and display parking would be free for the first 20 minutes subject to a maximum of 1 free period per day per vehicle in any Pay and Display parking place within the London Borough of Harrow. Thereafter the charge will be 20 pence for 20 minutes or part thereof, the tickets for which would be issued by pay and display meters;

3. The general effect of the 'Waiting and Loading Restrictions' Order would be further to amend the Harrow (Waiting and Loading Restriction) Order 2014 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in certain lengths of streets specified in Schedule 3 to this notice

4. The general effect of the 'Loading Places' Orders would be further to amend the Harrow (Loading Places) Traffic Order 2019 so to:

(a) designate a loading place in the length of street specified in Schedule 4 to this Notice to operate between 7.00 a.m. and 7.00 p.m. throughout the week.

(b) specify that each loading place may be used, subject to the provisions of the Order for the leaving during the permitted hours of such vehicles as are goods carrying vehicles constructed or adapted for use for the carriage of goods or burden of any description and not drawing a trailer, for the purpose of continuous loading and unloading.

5. The general effect of the 'Car Club Parking Places' Order would be to amend the Harrow (Car Club Parking Places) Traffic Order 2019, so to designate a Car Club parking place in the length of street specified in Schedule 5 to this notice to operate at any time and specify that each Car Club Parking Place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a valid Car Club permit issued by the London Borough of Harrow.

6. The prohibitions referred to in paragraphs 2 to 5 above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstance, eg, the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc, to licensed street traders etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" would apply.

7. A copy of each of the Orders, which will come into operation on 3 May 2021, of maps of the relevant area, of the amended Orders (and of the Orders which have amended those Orders) can be inspected until the end of six weeks from the date on which the Orders were made at

8. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

Merrion Avenue, the north-east side, between a point 13.80 metres north-west of a point opposite the party wall of Nos. 44 and 46 Merrion Avenue to a point 2.50 metres north-west of a point opposite that party wall; from a point 4.90 metres north-west of a point opposite the party wall of Nos. 47 and 49 Merrion Avenue and a point 4.30 metres south-east of that party wall. Sandymount Avenue, the south-east side, between a point 10.80 metres south-west of the south-western kerb-line of Merrion Avenue to a point opposite the south-western most wall of No. 48A Merrion Avenue.
