THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.118) (EXPERIMENTAL) ORDER 2021 THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.180) (EXPERIMENTAL) ORDER 2021
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet has, on 9th December 2021, made the above-mentioned Orders under Section 9 of the Road Traffic Regulation Act 1984 and all other enabling powers.
In order to discourage congestion and obstructive parking in the area on the days that events take place at the new Church at the Solar House development at 915 High Road N12, the Council consider that it will be beneficial to introduce a scheme, on an experimental basis, that will amend the Controlled Parking Zone (CPZ) in surrounding streets, to deter motorists from driving into the area.
Therefore, the general effect of the Charged-For Order will be, on an experimental basis, to:
(a) increase the operational hours of the resident permit holder only parking places and the shared use permit holder only parking places in the roads or lengths of road listed in the Schedule to this Notice from 9am to 5pm Monday to Saturday to operate 9am to 5pm Monday to Saturday and 10am to 1 pm and 5pm to 7pm on Sundays.
(b) convert the existing 9am to 5pm Monday to Saturday dual use resident permit holders/payment parking places situated outside Nos.1 to 7 Highwood Avenue and in Highwood Avenue adjacent to Atwell Court, 931 High Road to resident permit holders only parking places operating between the hours of 9am to 5pm Monday to Saturday to operate 9am to 5pm Monday to Saturday and 10am to 1 pm and 5pm to 7pm on Sundays.
In order to deter obstruction and improve safety for both pedestrians and motorists the general effect of the Free Order will be, on an experimental basis, to:
(c) amend the existing yellow lines where parking places are not provided in certain lengths of road listed in the Schedule to this Notice from 9am to 5pm Monday to Saturday to operate 9am to 5pm Monday to Saturday and 10am to 1 pm and 5pm to 7pm on Sundays.
(d) upgrade the existing 9am to 5pm Monday to Saturday waiting restrictions to 'At any time' waiting restriction at the junctions of Woodside Grove and Woodside Avenue; High Road and Derwent Crescent; Britannia Road and High Road; Finchley Park and High Road; Mayfield Avenue and Friary Road; Friern Watch Avenue and Friary Road; Ravensdale Avenue and Friary Road; Torrington Park and Friary Road; Woodside Grove and High Road.
(e) upgrade the existing 7am to 7pm Monday to Saturday waiting restrictions to 'At any time' waiting restriction at the junctions of Woodside Lane and High Road; Woodside Grove and High Road; Highwood Avenue and High Road; Mayfield Avenue and High Road and Friern Watch Avenue and High Road.
(f) Upgrade certain lengths of existing 7am to 7pm Monday to Saturday waiting restriction on High Road between Avenue Road and Derwent Crescent to 'At any time'. (Excluding the existing 7am to 7pm Monday to Saturday waiting restrictions outside No. 912 to No.920 High Road N12)
(g) Upgrade certain lengths of existing 9am to 5pm Monday to Saturday waiting restriction on High Road between Avenue Road and Derwent Crescent to 'At any time'.
(h) Upgrade certain lengths of existing 9am to 5pm Monday to Saturday waiting restriction on High Road between Lodge Lane and Derwent Crescent to 'At any time'.
(i) Introduce No loading 'at any time' restrictions at the junction of Highwood Avenue and High Road N12.
In order to improve the existing parking provision on street at Limes Avenue and Highwood Avenue the Orders would remove waiting restrictions and increase the lengths of certain parking bays, which will operate at the new times referred to in (a) above at the following locations below:
(j) The existing permit holder parking bay outside No.4 Limes Avenue N12 will be increased in length southwards by approximately 1.5 metres,
(k) The existing permit holders parking bay outside No.21 Limes Avenue N12 will be increased in length northwards by approximately 0.9 metres.
(I) The existing resident permit holder parking bay outside No.24 Highwood Avenue N12 will be increased in length westwards by approximately 4 metres.
(m)The existing resident permit holder parking bay outside No.9 Highwood Avenue N12 will be increased in length eastwards by approximately 4 metres.
The Orders provide that, in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Chief Executive of the Council or some person authorised in that behalf by him, may, if it appears to him essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the operation of the Orders or any provision thereof.
A copy of the Orders, which will come into operation on Thursday 16th December 2021, a plan of the relevant areas and the Council's Statements of Reasons for making the Orders can be obtained for a period of 6 months from the date on which this notice is published by emailing

or by writing to the Design Team, Highways Section, 6th Floor, 2 Bristol Avenue, Colindale, London NW9 4EW, quoting reference: TMO 2021_82 & 2021_83. Any person wishing to question the validity of the Orders or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any regulation made there-under have not been complied with in relation to the Orders may within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
The Order provides that, in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the Chief Executive of the Council or some person authorised in that behalf by him, may, if it appears to him essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the operation of the Orders or any provision thereof.
If the provisions of the Orders continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions of the Orders should be reproduced and continued in force indefinitely. Anyone who wishes to object to the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months from the date on which the Orders came into operation, send a statement in writing of their objection and the grounds thereof to Design Team, 2 Bristol Avenue, Colindale, London, NW9 4EW or via email to
