THE HARROW (WAITING AND LOADING) (AMENDMENT NO. *) TRAFFIC ORDER 20**

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985.

2. The general effect of the Waiting and Loading Order would be to introduce At Any Time Waiting Restrictions in certain lengths of the streets specified in Schedule 1 to this Notice.

3. The general effect of the Free Parking Places Order would be to revoke the free parking places in certain lengths of the streets specified in Schedule 2 to this Notice.

4. The general effect of the Parking Places Order would be to:-

(a) designate parking places that will operate between 8.30a.m. and 6.30p.m. Monday to Saturday inclusive, including bank holidays, in certain lengths of the streets specified in Schedule 3 to this notice;

(b) designate shared use parking places that will operate between 8.30a.m. and 6.30p.m. Monday to Saturday inclusive, including bank holidays, in certain lengths of the streets specified in Schedule 4 to this notice

(c) specify that:

i. each parking place specified in Schedule 3 may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motorcycles or invalid carriages displaying a valid permit;

ii. each parking place specified in Schedule 4 may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motorcycles or invalid carriages holding a valid parking ticket or permit;

iii. any resident whose usual place of abode is specified in Schedule 5 to this notice may apply to the Council for the issue of a residents permit valid for use within the streets specified in Schedule 5 to this notice;

iv. the charge for residents permits would be as specified in Schedule 6 to this Notice;

v. the charge for Pay and Display parking in the parking places specified in Schedule 4 to this notice would be free for the first 20 minutes subject to a maximum of 1 free period per day per vehicle in any Pay and Display parking place within the London Borough of Harrow. Thereafter the charge will be 40 pence for 20 minutes or part thereof, the tickets for which would be issued by pay and display meters;

vi. any resident whose usual place of abode is specified in Schedule 5 to this notice may apply to the Council for the issue of visitor's permits valid between 8.00a.m. and 6.30p.m. Monday to Saturday inclusive, including bank holidays;

vii. the charge for visitor's permits will be £20.30 per book of 10 resident visitor permits.
A 50% discount on the cost of visitor's permits will be available for residents in receipt of State Pension, Mobility Allowance, Disability Benefits or Attendance Allowance;

viii. any person who occupies premises specified in Schedule 5 to this notice and who uses such premises for business purposes may apply to the Council for the issue of business permits valid for use within the streets specified in Schedules 3 and 4;

ix. the charge for business permits would be £58.00 (Electric Vehicles), £232.00 (Non Diesel Vehicles) or £278.00 (Diesel Vehicles).

5. A copy of each of the proposed Orders, of a map of the relevant area, of relevant previous Orders and of the Council's statement of reasons for proposing to make the Orders can be inspected until the expiration of a period of 21 days from the date on which this notice is published online at

www.harrow.gov.uk/trafficorders

or alternatively at Greenhill Library, Perceval Square, College Road, Harrow, HA1 1GX between 10am and 6pm Monday to Saturday and 11am and 3pm Sunday.

7. Persons desiring to object to either of the proposed Orders should send a statement in writing of their objection and the grounds thereof, to the Head of Traffic, Highways and Asset Management at

transportation@harrow.gov.uk

quoting reference 21-22, before the aforementioned date.
